The Central Office on HCPCS has received numerous inquiries recently regarding Modifier FD. We established that there is definitely some confusion here because there is no Modifier FD but instead a Value Code FD. For Medicare reporting Value Code FD, Credit received from the manufacturer for a replaced medical device, replaced Modifier FB, Item provided without cost to provider, supplier or practitioner, or full credit received for replacement device, and Modifier FC, Partial credit received for replacement device, on January 1, 2014.
