Is modifier 51, Multiple Procedures, applicable to chiropractic manipulative treatment (CMT) codes (98940- 98943)? The National Correct Coding Initiative (NCCI) edits indicate that modifier 51 does not apply to these procedures as they are considered separate and distinct; however, these codes do not appear in the list of CPT codes exempt from modifier 51 in CPT 2013.
