If a surgeon performs a regional nerve block (reported with code 64415) prior to performing surgery to decompress the nerve at the carpal tunnel (reported with code 64721), is it appropriate to append modifier 47, Anesthesia by surgeon, to indicate that the surgeon personally performed the regional anesthesia?
