Q&A: The CPT manual is still the most authoritative coding resource

Question: Our ortho group has started billing for the primary care management (PCM) codes for osteoarthritis patients who are having a total joint replacement. They are considering billing for the clinical staff component and I'm seeing that in the parentheticals per CPT, we cannot report 99424 (PCM provided personally by a physician or other qualified health care professional, first 30 minutes) and 99426 (PCM directed by a physician or other qualified health care professional, first 30 minutes) in the same month. The clinic feels like we should report these codes together. Do you have a resource or any verbiage I can provide (besides showing them the policy in the CPT book)?
