No legal requirement has more impact on the functioning of an emergency department (ED) than the federal anti-patient-dumping legislation known as COBRA/EMTALA (the acronym stands for Emergency Medical Treatment and Active Labor Act, passed as part of the Consolidated Omnibus Budget Reconciliation Act of 1986).
